If an animal kills someone should they be held responsible?

If an animal attacks like say a big dog attacks someone should it not be the animal that is charged and not the owner? Because we all know that dogs know what they are doing, they choose to attack things so should they have to pay the penalty for their actions? If so what sort of sentencing should be used for animals should they get the same time as humans or should it be scalled down so its the same number of years in dog years? I know I sound like I am targetting dogs alone but if any anmial commits a criminal offence the full force of the law must be brought to bear on them.

How much money would I have to pay in Taxes on a withdrawal from my 401k?

Last year I made about $18,500 in income. I currently have about $12,000 dollars in my 401k. I know its a bad idea and inadvisable to withdrawal from your 401k, but to soothe my curiosity, how much would I have to pay in taxes if I withdrew all $12,000? I know there is a big penalty fee for withdrawing early, and that the taxes they take away are massive, Im just very curious. If it helps, I live in Texas, so we don't state income tax (not sure if that applies for a 401k withdrawal though)
