Why does my older dog lick my younger dog's private?

So I recently adopted a smaller, younger beagle home. Both beagles are male and fixed. For some odd reason, the younger one keeps putting his privates in the older dogs face and my older dog proceeds to lick for minutes. This happens 5-10 times a day. I am not sure which dog is pack leader at this point. They are still battling it out. At least I think... I read somewhere online that it could be that my older dog is showing dominance by taking on the adult role of bathing. But, my smaller dog is initiating it. So, any ideas? Should I be concerned?
