Neutering may not completely solve the problem but it will DRASTICALLY reduce it. Asap. This is absolutely dominance and I wouldn't recommend allowing this to continue. When this happens separate them for a little while. Then let them back together. If the jack russell does it again, separate them again. This might make him eventually stop in combination with the neutering.
