Very lucky. Flashing your high beams like that could blind the other drivers and cause them to swerve into you. It's like if you're walking in the dark and someone flashes a flashlight into your eyes suddenly. Same effect. Consider yourself lucky that that cop was able to keep control and you just got a warning.
