Nfl: does anyone remember this stupid play?

It was vince youngs first year I believe,I can't remember what team they were playing but when he dropped back to hike the ball the linebacker camw up to sack him but the linebacker let him go and stop playin like their was a penalty but there wasn't. Does anyone remember the linebackers name? Or even remember the play?
